Summary: There are two races in Rwanda; Hutus, and Tutsis. The Rwandan Genocide was a genocidal mass slaughter of Tutsi and moderate Hutu in Rwanda by members of the Hutu majority. According to wikipedia "During the approximate 100-day period from April 7, 1994 to mid-July, an estimated 500,000–1,000,000 Rwandans were killed. That was 20% of the country's total population and 70% of the Tutsi population then living in Rwanda." The genocide was planned by members of the core political elite who occupied top level positions in the national government. The attacks themselves came from the ranks of the Rwandan army, the National Police, government-backed militias, and the Hutu civilian population. These races were originally pinned against each other when Europeans conquered Africa and picked the Tutsis to help them rule Rwanda. This created a huge rift between Hutus and Tutsis and set back Africa many years.

It does not matter is these rights are civil and political rights, such as the right to life, equality before the law and freedom of expression; economic, social and cultural rights, such as the rights to work, social security and education, or collective rights, such as the rights to development and self-determination, are indivisible, interrelated and interdependent. "The improvement of one right facilitates advancement of the others." All rights are connected and equally important.
